tubes tied in NY state?

I'm 22 years old and have a 15 month old little girl and her brother will be here somewhere between next week or may 20th. I have a condition called ICP which I got with her and now with her brother. It is so horrible. I haven't slept in days...I have been scratching so much I have scabs and bleeding. There is nothing to stop the itching except having the baby. As soon as his lungs are developed they will put me in for a c-section. They are doing a c-section because I had to have one with my daughter due to her decrease in heart rate. They are afraid if I don't have another one I could tear and bleed internally. Well to get to the question...I live in NY - Syracuse..and I want them to tie my tubes when they do the c-section. Twice now I have got this rare disease and I already have two children? Will they let me? OR do I need to be older? Another concern is that I am delivery at st. Josephs hospital...I heard they are against tying tubes? Any help would be great. Thank you

Finding out that it is hereditary and most have a family history etc.. Also it can cause harm to the baby....I would demand it if thats what you wanted... Any understanding doctor should understand that and take that in to consideration
